This is how MI6 and the CIA want to divide China – The case of Xinjiang and the Uyghurs

Documents show that the British intelligence service MI6 and the CIA in the United States tried to divide China into three separate parts. The British plan was formulated as late as the 1990s and is said to still be active. This was revealed during a conference on Xinjiang at the Hong Kong University of Science and Technology.

It’s an extraordinary story that researchers have discovered in historical documents and which was recently presented at the university conference in Hong Kong, says journalist Nury Vittachi, who previously worked for the New York Times and the South China Morning Post and now runs Hong Kong’s news project Friday. He can be found on X.

The Hong Kong University of Science and Technology (HKUST) hosted the conference on August 20, 2025, titled Global Comparative Perspectives on Xinjiang, which examined how MI6 and the CIA in Xinjiang funded and trained separatist groups during the 1990s.

The event, organized in collaboration with Hong Kong University and Tsinghua University, focused on countering Western narratives about Xinjiang, such as claims of genocide and forced labor, by presenting historical, legal, economic, and social analyses.

In the early 1990s, agents at the British intelligence service MI6 consulted British academic Gerald Segal at the Royal Institute of International Affairs on how to divide China into three countries.

Uyghur separatists became Britain’s key players.

“Xinjiang has long been a target for British intelligence – London hopes to manipulate Uyghur refugees from Xinjiang and Uyghurs who still live there into cannon fodder for London’s plans to divide China…” – Journal of Strategic Studies

A Turkish man named Catli from the Grey Wolves was hired to carry out MI6’s targets in Xinjiang. A book about a related CIA project called Operation Gladio says that Catli “helped the Uyghurs … organize insurgent attacks that killed 162 people,” says Nury Vittachi.

Mi6 built up the perception that Xinjiang is a place where one ethnic group is prisoners and the other is an oppressive ruler, but in Xinjiang, it is common for people of Uyghur background to work as police, soldiers and local officials, including the highest officials or the chairman of the regional government, explains Vittachi. NewsVoice, which has visited Xinjiang, shares the same view.

In March 1992, Vittachi continues, the chairman of the regional government, Tomur Dawamat, issued a warning:

“Hostile forces, both domestically and abroad, have intensified their infiltration, subversive activities, and sabotage.”

At the time, the CIA was supporting separatist Isa Yusef Alptekin, another supporter of the Grey Wolves. In a speech in 1992, he said: “The time for collapse and dissolution has come for the Chinese empire.”

The Americans gave his son Erkin Alptekin a job in the US anti-China propaganda. In the 1990s, he worked for Radio Liberty, an American media propaganda group that is part of the Radio Free Asia cluster, Vittachi said.

He goes on to explain that in 1994, academic Gerald Segal had completed the map showing how China would be divided into three countries. The US had already spread stories of a “genocide of the Tibetans” in preparation for this.

As part of its Central Asia program, the United States had invested hundreds of millions of dollars in training mujahideen rebels to form guerrilla groups. They had hundreds of separatists from Xinjiang participate in the training. This project ultimately backfired on the Americans. The Central Asian guerrilla groups they funded gave rise to al-Qaeda, ISIS and the Taliban, Vittachi adds.

Western forces continued to collaborate with secret agent Catli, who created further problems in Central Asia and China, but he made many enemies and was killed in a car accident in Turkey in 1996.

From 1996 to 2002, other agents continued to train Uyghur separatists in China, who then carried out several terrorist attacks. FBI whistleblower Sibel Edmonds later wrote:

“Between 1996 and 2002, we, the United States, planned, financed, and helped implement every single insurgency and terror-related project in Xinjiang.”

Problems arose for the Western agents: UN data showed that the Tibetan population was growing faster than other Chinese groups, the opposite of a genocide.

In addition, it became increasingly known to the public that the “Tibetan Refugees/Dalai Lama” project in India had been started and funded by the CIA.

So the plan to “divide China into three parts” instead became “divide China into two parts.”

In 2004, the United States hosted the founding of East Turkestan as a “country.” For convenience, they decided to have the prime minister in Washington, D.C., instead of in China, and chose a man named Anwar Jusuf Turani from Fairfax, Virginia. The new “country” received no international recognition from anyone, not even the United States, Vittachi says.

Between 2007 and 2014, a large number of terrorist attacks occurred in China, carried out by members of the East Turkestan Project, which the West had encouraged. In one operation in 2009, separatists used Facebook to coordinate a massive attack in which 197 people died. In another attack, 43 people were killed and 94 were injured in a huge car bomb in Urumqi. At the Kunming train station, 29 people were killed and 140 were injured in an attack by eight knife-wielding terrorists.

Xinjiang’s leaders sent in police and soldiers with the help of the central government to stop the carnage, and against all odds, they succeeded.

In the 2010s, the US tried to take control of the narrative. They needed to do three things, says Vittachi :

  1. Get journalists and academics to remove all mention of MI6 or CIA involvement in stories about Chinese Uyghurs.
  2. Fooling the public into viewing the terrorists, who had killed so many innocent people, as oppressed victims.
  3. Misleading everyone into believing that the authorities trying to stop the killing of innocents were the root cause of the problem.

Creating this new, upside-down narrative may sound like a daunting task, but incredibly, they managed to achieve all three goals, says Vittachi. They did this by relentlessly spreading news reports in the mainstream media that painted a picture where “oppression” by “the Chinese” had “created” the violence.

The US then organized a meeting in Washington in 2019 to relaunch the debunked story of the “Tibetan genocide” as a hoax about the genocide of Uyghurs, Vittachi concludes
