China’s reason to fortify itself couldn’t be more apparent. The militarization of nations that surround it. Philippines, Japan, South Korea, New Guinea, Diego Garcia, Guam, Northern Mariana Islands. Plus Yonaguni Island where Japan is now threatening to deploy missiles.
The “ten-dash line”, China’s counter to these armed nations. With no nations to arm in its defense, it has militarized Spratly Islands and Paracel Islands, plus built/armed artificial islands. Serving both defensive and offensive strategic posture.
As overlapping South China Sea disputes with Brunei, Malaysia, Philippines, Vietnam persist.
While China perpetually exists in the “grey zone” with “adversarial” nations, behind the scenes exists robust trade agreements with these same nations.
Significant oil and gas reserves in the South China Seas is another potentiality for China’s claim, a nation heavily dependent on imports.
The 2016 arbitration ruling in the dispute between the Philippines and China was rejected by China who declared it “null and void”, without any binding force.

Chapter II, Territory
Article 2:
(b) Japan renounces all right, title and claim to Formosa [Taiwan] and the Pescadores [Penghu Islands].
(f) Japan renounces all right, title and claim to the Spratly Islands and to
the Paracel Islands.
(Both presently under no single legal jurisdiction.)
Article 4:
(b) Japan recognizes the validity of dispositions of property of Japan and
Japanese nationals made by or pursuant to directives of the United States Military
Government in any of the areas referred to in Articles 2 and 3.
Article 23
