Why are Harbinger/Horizon Orbs Considered Skipping Your Way, PoE?

After Harbingers were tweaked in their corresponding league I actually really enjoyed the mechanics and currency rewards. Currently Harbinger is gated behind Zana 8, in my opinion, unnecessarily. The unique items from Beachhead are by no means sought after. Having a flat chance of them appearing in maps would enrich mapping experience, provide small buff to currency income and open up endgame option for casual players.

Having had Breach locked behind the Zana 8 wall was understandable, as it provided massive increase to the income and experience gain. Why would GGG do it to Harbinger? Even then, there was a chance of Breach appearing in the map regardless of the Zana mod/sextant mod (they would just force them to spawn).

Bloated, you say? Think big! I really wish they did something like legacy league, only without the leaguestones. Instead all leagues ever are active at the same time, i.e. each map contains:

• Harbingers
• Breaches
• Perandus Boxes
• Tormented Spirits
• Strongboxes
• Abysses
• Invasion Bosses
• Nemesis Rares
• Bloodline Champions
• Enemies From Beyond
• Random Tempest
• Warbands
• Talisman Rares
• Essences
• Bestiary Rares
• Monsters have Onslaught
• Players have Rampage

All of that. All the time. And since Zana’s map device doesn’t have anything to do then, it could just grant ever increasing amounts of pack size and monster damage, so you can choose the risk/reward that your character can handle.

It’s probably too crazy for a full league, but it would be one hell of a one or two week event. It might even shake up the meta a bit. They were probably removed to try and prevent even more encounter bloat in the core game. A couple more years of league like this and maps will be 20 minutes long with a bunch of different encounters and sidequests.

I think GGG also considers some of the poe orbs to be too strong since they allow you to skip your way through the Atlas. Guarding them behind Zana 8 (or RNG from fortune mod) staves off this concern until players have mostly completed their Atlas progression anyways. I’d like to imagine that any map drop concerns this league are due to GGG playing safe and assuming Harbinger path of exile orbs will be (ab)used heavily.
