An All Out Trade War, The Public Has No Idea
Starting October 14, new U.S. port fees targeting Chinese-made or Chinese-linked vessels are creating confusion among shipowners and ocean carriers, especially regarding whether financing deals with Chinese lessors could make their vessels subject to the fees. The uncertainty stems from vague rules set by the U.S. Trade Representative (USTR), which do not clearly define how vessel financing structures factor into ownership or control.
China, now the global leader in shipbuilding and ship financing, has become deeply embedded in the global maritime economy. Many Western shipowners use Chinese leasing arrangements, which could now make them liable for port fees, potentially up to $45 million annually per vessel by 2028. In response, some shipowners are exploring refinancing with non-Chinese lenders, despite higher costs and the unclear long-term status of the U.S. fees.
The port fees are tiered: the highest applies to vessels owned or operated by Chinese entities or built in China, while a lower fee targets non-Chinese companies using Chinese-built vessels. U.S.-flagged ships are exempt if they fall into specific categories, such as smaller size, LNG tankers, or specialized vessels.
China has retaliated by imposing its own port fees on U.S.-flagged vessels, raising fears of future port bans. Meanwhile, some companies, like Okeanis Eco Tankers and Seaspan, have moved financing and operations away from China.
Overall, the lack of U.S. guidance has triggered a rush by shipping firms to review financing arrangements, assess exposure, and in some cases, restructure operations, as they try to navigate rising costs and regulatory uncertainty.
