The 21st Century ROAD to Housing Act, a major bipartisan federal legislation, backed by a rare coalition including Senators Tim Scott and Elizabeth Warren, penalizes and restricts large institutional investors from buying single-family homes. The risk of future, more stringent buying bans has chilled corporate investment interest. Many homes acquired during the pandemic real estate boom have become terrible rental investments. Rising operational costs mean landlords cannot generate strong yields, leading them to sell off underperforming assets at a slight loss to recoup capital. In markets like Dallas, Texas—where investors own 9.2 percent of the housing stock—they account for a staggering 22.8 percent of all new for-sale listings.

While corporate landlords are selling in high volumes, real estate experts like Lance Lambert of ResiClub notes that the trend is not yet large enough to trigger a nationwide housing crash. Instead, it is providing a window of opportunity for individual buyers to purchase homes with less competition from Wall Street cash buyers. Major institutions are now shifting their remaining capital toward the build-to-rent sector, which allows them to bypass the new consumer housing restrictions.
