Pavlovian Conditioning: Welsh government erects traffic light system for air pollution
Residents of Newport, Wales, are being subjected to a new form of government propaganda; a traffic light system which alerts them to updates on air pollution levels.
Every hour, the colour-coded lights that have been installed on streets change colour according to data for air pollution levels as estimated by the Welsh Air Quality Forum. On its website, the Forum forecasts air quality four days in advance. Much like the weather.
Don’t be fooled that this is an air pollution or health initiative. Much like hourly covid updates, these lights are conditioning people to react without thinking, along the lines of Pavlovian Conditioning and Response.
In April 2024, Welsh teacher and writer Nicola Lund made a prediction. She tweeted, “By the end of 2024, it appears that there will be a legal duty placed upon local authorities and Welsh ministers to promote active travel [defined as walking, wheeling and cycling] as a way of reducing or limiting air pollution. Interesting. Expect air pollution in Wales to become a hot topic soon. And the pavement parking clampdown will be coming off the back burner.”
She was right. At the beginning of this month, it was reported that “air monitoring stations” had been erected around Newport, the first city in the UK to have the lights installed. The lights were installed within Newport’s clean air quality management area – areas of focus which have previously been deemed to be failing in air quality standards set out by the UK government.
As Lund noted in an article last year, the “Welsh Government’s 2018 Clean Air Zone Framework for Wales states (1.16) that ‘air pollution has been described as the largest environmental risk to public health in the UK’.”
That these contraptions are air quality lights is the official narrative. So, what’s really going on? For the short answer, we need to go no further than the title of Lund’s article: ‘Wales: Where Agenda 2030 is already a reality’.

Welsh Air Quality Forum
The Welsh government has a website, ‘Air Quality in Wales’, that monitors air quality. What’s remarkable about this website is that one of its two tabs is ‘Air Pollution Forecast’, much like a weather forecast. Currently, the site forecasts air pollution four days in advance. At what point in time do they forecast a year in advance and then issue stay-at-home orders for something they “predict” will happen in a year?
For its ‘Maps & Trends’, Air Quality in Wales uses “tables of measured concentration data and statistics from the air quality monitoring sites operated by the National Assembly for Wales and other members of the Welsh Air Quality Forum.”
The Welsh Air Quality Forum is a platform that provides information on air quality in Wales. It works closely with the Welsh Government, Natural Resources Wales, Public Health Wales and local authorities to achieve air quality objectives. It offers data from regional monitoring sites and related air quality issues. It is committed to supporting the Welsh Government in achieving air quality limits and target values set by European Directives and domestic regulations.
The Welsh Air Quality Forum also collaborates with international organisations, such as the World Health Organisation and the European Commission, to ensure they are up to date on the latest air quality research and policies.
The Forum’s key responsibilities are: air quality modelling and risk assessment, environmental permitting and assisting local authorities.
It’s not explicitly stated who the members are or who maintains the Welsh Air Quality Forum. However, Natural Resources Wales, as the principal environmental advisor to the Welsh Government, provides advice, guidance and evidence on air quality modelling and risk assessment services. So, we guess it is Natural Resources Wales either directly or indirectly. Indeed, its website states, “Whenever possible we publish reports and datasets on either the Natural Resources Wales web pages or the Wales Air Quality Forum.” You can see a list of the Board Members for National Resources Wales, who are appointed by the Welsh Ministers, HERE.
The agency reviews the release of air pollutants from regulated sites and sets annual reduction targets to drive down emissions. It also implements the Best Available Technique and appropriate measures to achieve these targets. And it assists local authorities in reviewing and assessing local air quality for seven pollutants: particles, nitrogen dioxide, sulphur dioxide, benzene, 1,3-butadiene, carbon monoxide and lead.
According to Science ABC, car exhaust fumes contain carbon monoxide, sulphur dioxide, nitrogen oxides, formaldehyde, benzene and soot (particles). Nitrogen oxides include nitrogen oxide (NO) and nitrogen dioxide (NO2), generically abbreviated as NOx.
The only gas being monitored by the Welsh Air Quality Forum and not mentioned by Science ABC as a product of combustion engine vehicles is 1,3-butadiene. But that too is a result of the fuel to run them. According to the US Occupational Safety and Health Administration (“OSHA”), 1,3-butadiene is produced through the processing of petroleum and although mainly used in the production of synthetic rubber, smaller amounts are found in plastics and fuel.
Effectively, the Welsh Air Quality Forum is monitoring pollution from our cars and other vehicles.
“Estimates of emissions – the amount of pollution produced by a range of activities can be obtained from the National Atmospheric Emissions Inventory (NAEI),” the Welsh Air Quality Forum says.
Note the use of the term “estimates of emissions.” With “estimates” there is room to manoeuvre and produce the desired results.
Deaths from Air Pollution (Read as Emissions from Car Exhausts)
A 2019 briefing for the Welsh Assembly claimed that “air pollution contributes to around 2,000 deaths per year in Wales. It has been described by Public Health Wales as an urgent public health crisis, second only to smoking.”
However, it appears the briefing is not telling the truth. In response to a Freedom of Information Act (“FoI”) request in 2022, the Office for National Statistics (“ONS”) said:
One death in England and Wales in the period 2001 to 2021 which had exposure to air pollution [was] recorded on the death certificate This death was attributed to environmental air pollution, however we are unable to determine whether this involved car emissions.

And in another response a year later, the ONS said:
One death in England and Wales in the period 2001 to 2021 had exposure to air pollution.
It may be more informative to consider epidemiological studies which estimate numbers or proportions of deaths which can be attributed to exposure to pollution or poor air quality. [Emphasis added]

Epidemiological studies involve “special techniques of data collection and interpretation.” Professor Neil Ferguson used epidemiological trends in his mathematical modelling of the spread of covid in early 2020 which resulted in covid lockdowns being imposed on the world’s population. Even though Wikipedia describes Ferguson as a British epidemiologist, he is a physicist who has turned his hand to epidemiology, and badly so.
As proved by epidemiologist Neil “Lockdown” Ferguson, the number of people who die from air pollution each year are estimates, as with the measurement of air pollution itself, as interpreted by an epidemiologist – which can be wildly inaccurate.

Why Are They Honing in on Air Pollution?
The 2019 briefing for the Welsh Assembly noted, “Some areas in Wales have breached EU regulations for several years, culminating in the Welsh Government being taken to court for its lack of action.”
Adding, “Unlike Scotland, which has its own Air Quality Strategy and lower pollution limits, air quality strategy in Wales has mostly been determined by EU regulations, and delivered by Local Authorities. The Welsh Government has intervened only in the Neath Port Talbot Air Quality Management Area. The announcement of a Clean Air Plan for Wales in 2018 does suggest that the Welsh Government is going to take more action on air quality.”
It’s at this point that we need to remind ourselves that in 2016, three years before the Welsh Assembly briefing was published, the UK voted to leave the European Union (“EU”). Leaving the EU meant that all four nations of the United Kingdom left the EU – Britain exited the EU (Brexit). Why was the Welsh government being taken to court for breaching EU regulations in 2018?

Reading the above, not much more needs to be said. But for those who are struggling to understand: the air pollution agenda is not about air pollution or health; it is about control. Control of people through their national governments by supranational organisations of unelected bureaucrats, in this case, the EU. However, the nefarious air pollution agenda goes all the way to the top of the Globalist structure.
The United Nations (“UN”) affirms air pollution as the most important environmental health risk of our time, claiming it is responsible for an estimated 7 million premature deaths annually. To address this perceived global crisis, the UN has launched various initiatives and campaigns to reduce air pollution. For example, on 7 September, the UN announced the first International Day of Clean Air for Blue Skies. This sounds like a sick joke considering the chemtrail operations which are spoiling our blue skies, and which the UN fails to bring to the public’s attention.
The UN’s Sustainable Development Goals (“SDGs”) push for air pollution abatement in achieving “sustainable development.” Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action) specifically address air pollution and its impacts.
As we noted in a previous article, in Globalese “development” refers to metrics to measure populations and so “sustainable development” refers to sustainable populations or, put another way, control of population levels according to pre-determined metrics, such as birth rates.
The United Nations Environment Programme (“UNEP”) plays a crucial role in addressing the perceived air pollution crisis. UNEP’s Air Quality and Mobility Unit works with cities and countries to develop sustainable transportation systems, promote non-motorised transport and reduce emissions from vehicles. The agency also supports the BreatheLife campaign, a global initiative to reduce air pollution.

Using Apps and Visual Signals for Social Conditioning
As it was with the constant updates multiple times a day regarding “covid cases” and “covid deaths” to socially engineer populations to behave in specific ways in response to a fictitious pandemic, so a similar tactic is beginning with air pollution.
The Welsh Air Quality Forum’s data feeds into Google’s database. “Using Google Earth, or other suitable application, you can view the latest data and information for all automatic air quality monitoring sites in the Wales Air Quality Monitoring Network,” the Forum says.
One of the “suitable applications” is Apple Maps as THIS Twitter user has confirmed.
The constant reminder of air pollution levels will not only be pushed through digital applications. In Wales, as we saw at the beginning of this article, visual signals are being erected on street corners. The colours have been selected for maximum effect. Because of the traffic light system of “green” means safe to proceed, “orange” means stop if it is safe to do so and “red” means stop, so our brains are wired into perceiving these colours this way.

To prove the point that visual signals for air pollution are being used to condition the public into fear and obedience, Wales Online headlined, “These lights are being installed around a Welsh city – there’s a problem if you see them flashing red or purple.”
“Air monitoring stations have been erected around Newport to give residents a clear indication as to how clean their environment is. The eco post air sensors use a coloured light display similar to a traffic light which changes colour if the air quality state changes hourly during the day,” Wales Online wrote.
Because of the misinformation and disinformation that has been disseminated through it, fewer and fewer people bother watching television these days. But who needs a television blaring out messages about “covid cases” and “covid deaths” every hour when you have “eco post sensors” that will achieve a similar purpose? With automatic updates fed by a forecast, no one need even be in the office over Christmas to ensure the hourly updates are kept going. A technician simply needs to program the updates in advance, turn it on and reset the program when he/she returns from their holidays.
To the Globalists, “eco post sensors” are a good bet. People can turn the television off, switch to another channel or walk out of the room. But the sensors are under the control of the council, or more likely some unknown, unelected person, constantly signalling their nonsensical message. We can’t just simply turn them off … Or can we?
