The common allotment has been a growing institution for many centuries. As far back as the mid-1600s, there was a group called the ‘Diggers Movement’ who campaigned that land should be made available to the poor so they could cultivate it. Although their plight was short-lived, the unrest led to many private land owners sectioning small areas of their land for their workers. Whether rent was taken out of their wages, or it stopped murmurs of wage increase, this arrangement would work out well for both tenant and landowner.
In the next few centuries, sites slowly would grow, but it wasn’t enough. Something more was needed to allow the common man to grow and provide for their family. Finally, in 1908 the Small Holdings and Allotments Act was signed, holding local authorities accountable to provide sufficient land according to demand. By 1918 there were over 1.5 million plots in England, but it would take World War Two for people to ‘Dig for Victory’. From recreational areas, parks, even Royal gardens, the Ministry of Information called upon the British public to grow food wherever they could to help food supplies during this time of unpredictability and rations.
