INDIANAPOLIS (WANE)— Senate Enrolled Act (SEA) 164 passed in the final days of the 2026 statehouse session and awaits Gov. Mike Braun’s signature.
The bill, titled “Study of community or urban microfarming,” calls for a study to be conducted to evaluate the feasibility of creating community or urban microfarm zones statewide. Those zones would likely allow for incentive offerings, like tax breaks, to encourage urban and microfarming in certain areas, according to Liz Rice, Executive Director of the Indiana Association of Soil and Water Conservation Districts.
“We’re going to need the data before we are able to even think about implementing these zones,” Rice said. “That’s why this study is going to be so important.”
Establishing these zones that would possibly include incentives for urban farming will make creating places to grow fresh food, like community gardens, easier. Around 90% of the foods Hoosiers eat are imported, Rice said.
“So, you can grow your own food, increase your own food security, even without owning land,” Rice said.
The bill almost passed unanimously with an 88-3 vote in the House. Director of the Allen County Soil and Water Conservation District, Julie Davis Good, said, “everyone agrees because everyone eats.”
