FGR Requests Arrest Warrant for Joaquin Guzman Over "El Mayo" Kidnapping, Refutes Official Version of Hector Cuen's Murder

The FGR reported that it was able to establish “with complete precision” the runway from which the plane used for the alleged kidnapping of “El Mayo” took off; that it secured the property where the former rector of the UAS, Héctor Cuén Ojeda, was allegedly murdered, and will request the arrest of Joaquín Guzmán López.
In a series of 5 photographs, the FGR showed the exterior of the event center where Zambada García was kidnapped, as well as the Ford Super Duty truck in which he was allegedly transferred to the clandestine runway that finally took him to the airport in Santa Teresa, New Mexico, near El Paso, Texas. The FBI and the Department of Homeland Security were already waiting for them there. CBP agents and HSI agents searched and impounded the plane at the airport.

Kidnapping of “El Mayo”

The Attorney General’s Office (FGR) released images of the location of the meeting, the truck, and the runway that were used by the gunmen and the pilot, respectively, of Joaquín Guzmán López to kidnap Ismael “El Mayo” Zambada, leader of the Sinaloa Cartel who was handed over to the United States on July 25, 2024.

Alejandro Gertz Manero, head of the FGR indicated that they also located the property where “the probable crimes of illegal deprivation of liberty, homicides, injuries and acts linked to forced disappearance were carried out, in which the aggression that led to the death of Héctor Cuén Ojeda.”

Guzmán López summoned Zambada to the “Huertos del Pedregal” ranch and events center, on the outskirts of Culiacán, Sinaloa, to meet with Governor Rubén Rocha Moya according to the letter released by “El Mayo’s” US attorney Frank Perez. Mayo claimed this was the place where he saw Héctor Cuén and one of his assistants and that he later learned that the former rector was murdered there. The FGR assured that it has already located that area and it is being guarded.

“The Attorney General’s Office (FGR) has managed to establish, with complete precision, the runway from which the plane that was used for the alleged kidnapping of “El Mayo” took off,” the FGR reported.

For this reason, he stated that he already has the request for an arrest warrant against Joaquín Guzmán López ready, for kidnapping and treason (for illegally depriving a person of their liberty in national territory to hand them over to foreign authorities).
This investigation arose from the statement of Ismael “El Mayo” Zambada, released by his lawyer, in which he stated that he did not surrender to the United States authorities but was kidnapped by his godson Joaquín Guzmán López, son of Joaquín “El Chapo” Guzmán Loera, to be handed over to US authorities.
The primary source of information about Cuen’s murder came from his driver that day, Fausto Ernesto Corrales.

Report on Cuen’s Murder

The Attorney General’s Office (FGR) said that the version of events by its counterpart in Sinaloa regarding the murder of the former rector of the Autonomous University of Sinaloa, Héctor Cuén Ojeda, “is not acceptable.”

Since August 15, the FGR stated that when reviewing the investigation file initiated by the Sinaloa Prosecutor’s Office for the murder of Cuén, it found various inconsistencies between the evidence and the statements of local authorities.
Fausto Ernesto Corrales Rodríguez, son of another UAS rector and friend of Hector Cuen, was the primary source of information that the Sinaloa authorities based their reports on, and claimed to have backed the witness’ statement with video evidence.
Fausto claimed that he drove Cuen to a meeting with lawyers who never showed, then when they stopped to fuel up, Cuen was shot in the leg after a failed carjacking was attempted by two men on motorcycle. Fausto then drove Cuen to the hospital where he was pronounced dead.

In this regard, Quiñonez Estrada said that the initial statement given by Corrales was “taken into account,” in which he stressed “that they wanted to steal the vehicle” and said that “it cannot be overlooked” that Cuén was shot in the legs and not in the head if the intention was to take his life. But, FGR reported that the autopsy shows he also had a large bruise to his head which could not be explained by the claim put forth by Sinaloan authorities. This resulted in the resignation of the state’s prosecutor over the mishandling of the case.

The FGR reported a lack of proper records of cadaver temperature and other crucial signs that would have led to questioning the version of events and timing of the shooting that Fausto reported.

Sinaloa authorities revealed a video recording on August 12, alleging that the attack against Cuén could be seen.

“The information about what happened at a gas station in the municipality of Culiacán is not acceptable, nor does it have reliable evidence that would allow it to be taken into account,” the FGR said. The FGR denies that the data provided by its counterpart in Sinaloa can be used for investigations. The Sinaloa authorities maintained that the main line of investigation was a vehicle theft.Journalist Ismael Bojórquez, from Ríodoce, called attention to the fact that in the video released by the prosecution “there are no [flashes] or flashes like those emitted by a firearm when fired in the dark.”

He mentions that, according to what was reported by the prosecution on July 29, four days after the crime, “Fausto Corrales would have declared that Héctor Melesio Cuén and he were from the morning of July 25 until late at night, waiting for some lawyers in the rural Condado de San Francisco, near La Presita, and when they did not arrive, they returned to the city of Culiacán, and that on the way they stopped at a gas station to fill up with fuel.”

However, the video “shows that, in reality, the truck in which Cuén and Fausto were traveling was not coming from north to south, but from south to north; that is, it was not coming from the rural San Francisco County —although they had been there before—, but was going from Culiacán to the north.”
“That is why we consider it necessary to summon witness Fausto Ernesto Corrales again to expand on his statement, since it was reported in the media that the author of a certain letter placed the teacher in Huertos del Pedregal and said that he was accompanied by his assistant, which gives us the idea that he could have been the reference witness and therefore did not stay alone in Condado de San Francisco as he initially said,” explained Quiñónez.
Despite a work strike in the Federal Judicial Branch, the FGR will continue to carry out ministerial and police investigations to properly integrate the files corresponding to the events reported by “El Mayo” Zambada regarding his kidnapping and the murder of Cuén.
