GENERAL OUTLOOK

A moist and cooler airmass will remain in place across the forecast area through mid-week. Tropical Cyclone Helene is forecast to make landfall in the Florida panhandle late Thursday, with the remnant circulation moving quickly north and bringing wind and heavy rainfall impacts to our area Thursday night into Friday. Calmer weather over the weekend with high temperatures a little cooler than normal.

A chance of showers and thunderstorms, then showers after 11am. Some of the storms could produce heavy rainfall. Areas of fog before 9am. Highs in the mid 70s. Calm winds in the morning increasing to come out of the southeast around 5 mph in the afternoon. Chance of rain is 80%. New rainfall amounts between three quarters and one inch possible.

Showers and possibly a thunderstorm. Some of the storms could produce heavy rainfall. Patchy fog. Lows in the low-to-mid 60s. Light and variable winds. Chance of rain is 80%. New rainfall amounts between 1 and 2 inches possible.

…FLOOD WATCH IN EFFECT FROM WEDNESDAY MORNING THROUGH FRIDAY AFTERNOON…

This Hazardous Weather Outlook is for northeast Georgia, western North Carolina and upstate South Carolina.

…FLOOD WATCH…

* WHAT…Flash flooding caused by excessive rainfall continues to be possible.

* WHERE…Portions of northeast Georgia, including the following area, Rabun, western North Carolina, including the following areas, Avery, Buncombe, Burke Mountains, Caldwell Mountains, Graham, Haywood, Henderson, Macon, Madison, McDowell Mountains, Mitchell, Northern Jackson, Polk Mountains, Rutherford Mountains, Southern Jackson, Swain, Transylvania and Yancey, and upstate South Carolina, including the following areas, Greenville Mountains, Oconee Mountains and Pickens Mountains.

* WHEN…From Wednesday morning through Friday afternoon.

* IMPACTS…Excessive runoff may result in significant and damaging flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Areas that are not typically impacted by floodwaters may flood.

* ADDITIONAL DETAILS…
– Multiple rounds of heavy rainfall are expected due to the interaction of tropical moisture along a stationary front, followed by the passage of Tropical Storm Helene. Storm-total rainfall of 8-12 inches is expected along the entire length of the Blue Ridge Escarpment with widespread 5-8 inches expected across the remainder of the mountains as well as the Piedmont. This has the potential to be an extremely rare event with significant and damaging flash-flooding along numerous streams. – http://www.weather.gov/safety/flood

PRECAUTIONARY/PREPAREDNESS ACTIONS…

A Flood Watch for flash flooding means there is a potential for rapid onset flooding based on current forecasts. Flash flooding is a very dangerous situation and may impact areas that do not typically flood. Please monitor the latest forecasts and be prepared to take action quickly should Flash Flood Warnings be issued.

Rainfall of more than five inches in similar storms has been associated with an increased risk of landslides and rockslides. If you live on a mountainside or in a cove at the base of a mountain, especially near a stream, be ready to leave in advance of the storm or as quickly as possible should rising water, moving earth, or rocks threaten. Consider postponing travel along mountain roads during periods of heavy rainfall.

Low-lying areas adjacent to streams, including campgrounds, are especially vulnerable to flooding. If you live or are vacationing next to a stream, please have a plan in place to seek higher ground once heavy rainfall develops. Flash floods can occur quickly and overwhelm adjacent low-lying areas with little warning. Once the stream starts to rise, you may only have minutes to evacuate. Flash floods can cause catastrophic damage and be powerful enough to sweep away campers, vehicles, and mobile homes. Consider temporarily relocating away from streams until the heavy rainfall threat passes.

Scattered showers and thunderstorms will move east across the area early this morning. A few of these storms could become severe and produce damaging wind gusts and hail. Brief, heavy rainfall can occur with any storm.

Gusty winds are also expected as a tropical system impacts the area Wednesday through Friday.

For the North Atlantic…Caribbean Sea and the Gulf of Mexico:

Active Systems:
The National Hurricane Center is issuing advisories on Tropical Storm Helene, located over the northwestern Caribbean Sea.

1. Eastern and Central Tropical Atlantic:
A broad low pressure system associated with a tropical wave located west of the Cabo Verde Islands continues to produce disorganized shower and thunderstorm activity. Environmental conditions appear favorable for gradual development of this system, and a tropical depression is likely to form in a few days while it moves westward to west-northwestward across the eastern and central tropical Atlantic.

* Formation chance through 48 hours…medium…50 percent.
* Formation chance through 7 days…high…80 percent.

2. Central Subtropical Atlantic:
A non-tropical area of low pressure is currently located several hundred miles to the northeast of Bermuda. Earlier satellite-wind data indicated the system was producing winds up to storm-force, and environmental conditions could support some subtropical or tropical development over the next several days as the system moves generally eastward, remaining over the open waters of central Subtropical Atlantic. Additional information on this system, including storm warnings, can be found in High Seas Forecasts issued by the National Weather Service.

* Formation chance through 48 hours…low…10 percent.
* Formation chance through 7 days…low…20 percent.

Pollen levels are expected to be in the low range (0.7 out of 12) today with Ragweed, Chenopods, and Grasses being the main culprits. Tomorrow is expected to be in the low range (0.7 out of 12.0).
