DePena was there to testify on behalf of his political ally, Lawrence Police Chief William Castro…
…who was stripped of his policing credentials following an improper police chase.
Given that he is mayor of a US city, you would think DePena could speak English. But no.
DePena is a native of the Dominican Republic and immigrated to New York in the early 1980s before settling in Lawrence in 1989.
