There are a range of possible reasons. It could be prep for the coming rapture and tribulation, or nuclear war. It could be in anticipation of coordinated uprisings being planned between Dem leaders and disruptive groups like Antifa and BLM. It could be a huge distraction that will likely grow into an even bigger distraction. Perhaps it’s preparation for a sudden economic collapse and cessation of public aid benefits.
Skeleton crews of military can be used to shut down key traffic routes to immobilize movement in and out of cities. They can also be used to secure staging areas in very short time for the rapid influx of more forces.
Another very troubling possibility is that this is deliberate provocation designed to create rebellion so that large swaths of political opposition can be arrested and removed from power. Political arrests, ostensibly for corruption and other crimes may begin once forces are in place. Then the martial law and arrests would escalate.
