Rise of the National Surveillance State

For years, Americans have been told that the Real ID program is a simple upgrade—a safer driver’s license with a star in the corner.

The narrative is straightforward: you’ll need it to board flights and enter certain federal facilities. Yet behind the marketing is a sweeping federal initiative with profound consequences for privacy, civil liberties, and state sovereignty.

In a recent conversation with Twyla Brase, president and co-founder of the Citizens’ Council for Health Freedom, Real ID was revealed not as a security measure, but as the foundation of a digital control grid. What follows is a closer look at its history, mechanics, dangers, and the urgent steps needed to protect freedom.

The Origins of Real ID

Real ID was passed in 2005, buried inside a defense appropriations bill without open debate. At the time, even members of Congress expressed concern. Senator Lamar Alexander admitted it amounted to a “national identification card.” Senator Patty Murray warned of grave Fourth Amendment risks.

States initially pushed back. Around 30 legislatures prohibited or condemned compliance, citing the 10th Amendment and state sovereignty.

But in 2015, the Obama administration declared Real ID mandatory for air travel. Facing public fear of being stranded at airports, state lawmakers gradually caved, and by 2018, all 50 states were issuing compliant IDs.

More Than a Driver’s License


Real ID is not just about travel—it becomes an internal passport that you need for every transaction in your life.

The government’s messaging has emphasized the physical card—a driver’s license with a star. But Brase warns this is only the surface. Real ID is a federally controlled identification system, dictated by Washington but issued through the states.

The law gives the Secretary of Homeland Security sweeping authority to expand its uses. What is now required for air travel and federal facilities could one day be necessary for voting, accessing healthcare, buying a firearm, applying for a job, or even conducting financial transactions.

As Brase puts it: “Real ID is not just about travel—it becomes an internal passport that you need for every transaction in your life.”

The Push Toward Digital ID

Driver’s license associations have already outlined the next step: digitizing Real ID, moving it onto smartphones, and enabling real-time verification. A digital ID tied into databases could track every purchase, medical visit, or service accessed.

The implications are sobering. During COVID-19, such a system could easily have been linked to vaccine status, restricting the movements of the unvaccinated. Tomorrow, the same system could underpin a full social credit structure, limiting access to daily life.

“Privacy is one thing, but control is the other,” Brase warns. “Real ID is about control.”

Biometric Surveillance

Current Real ID rules already require biometric facial scans, opening the door to widespread facial recognition. Some states have gone further—Oklahoma, for example, adds thumbprints.

In the future, iris scans, palm prints, or even digitized DNA could be included. What begins as a photo ID could evolve into a biometric dossier on every American.

Linking Health, Financial, and Personal Data

Real ID does not exist in isolation. Over the past two decades, massive centralization of health records has taken place under the banner of efficiency. Electronic health records allow government agencies and corporations to access and monetize patient information.

Real ID could act as the universal key to merge these databases with financial, travel, and employment records, creating a seamless profile for federal agencies. “Real ID cleans it up, making it legitimate, centralized, and ‘usable’ by every federal agency,” Brase explains.

The Role of Homeland Security

The Department of Homeland Security, through the TSA, oversees enforcement. DHS has already declared that Americans without Real ID will be barred from flying after 2025. But this is misleading—passports, veteran IDs, and other documents remain acceptable. By failing to mention these options, officials create fear to drive compliance.

Enforcement is being phased in through what DHS calls “progressive enforcement.” By 2027, Real ID or equivalent documentation may be required for all domestic travel.

The Power to Shut Off an ID

The greatest danger is not data collection but control. If Real ID becomes the single gateway for access to travel, healthcare, banking, and jobs, authorities—or their private partners—could simply deactivate an individual’s ID.

“The DMV could just shut off your ID,” Brase cautions. “That’s how you create a social credit system.”

State Sovereignty: Not Yet Lost

Though all 50 states now issue Real ID, Brase stresses this was achieved through coercion. States still have the constitutional right to opt out. In 2025, at least eight legislatures are considering repeal bills, and Maine has already introduced bipartisan legislation to restore sovereignty.

Even a handful of states refusing to comply could disrupt enforcement, making it impossible for DHS to apply the system universally.

What Individuals Can Do

Most states still allow residents to choose a standard license instead of Real ID—though DMVs rarely advertise this. Pairing a standard license with a U.S. passport or passport card preserves travel rights while opting out of Real ID.

Public misunderstanding remains the greatest obstacle. History shows identification systems always expand in function, and the danger lies not only in surveillance but in the ability to grant—or deny—access to daily life.

Conclusion: Freedom Is Still a Choice

Real ID is not inevitable. States can resist. Individuals can refuse. Awareness campaigns are spreading, bipartisan resistance is emerging, and coalitions are forming. But time is short. By 2027, “progressive enforcement” could become a permanent mandate.
