The “boat” can also be viewed as small, sub-corporate shell entity or proxy maneuver used by the Clans to disrupt the Alliance’s operations.
Where “kill any boat” may refer to neutralizing any mechanism being used to sabotage.
~ By contrasting the “naval ships” with “small boats”, it may imply the massive power structures of the old guard have already been dismantled, and their “small” attempts at sabotage, however desperate, can be easily handled by the Alliance.
~ Trump warned that lack of size (small boats) does not grant immunity from heavy retaliation. In light of the fact that small, seemingly insignificant threats can wreak havoc on a larger scale.
