Building the Record: Human Trafficking in Iowa
I am raising $25,000 to build the Iowa Human Trafficking Legal Research Project, an independent research initiative focused on creating a comprehensive statewide database of human trafficking and trafficking-related cases in Iowa.
The question behind this project is simple, but the answer isn’t:
What is actually happening with human trafficking cases in Iowa after the headline disappears?
We hear about arrests. We see press releases. We read the initial allegations. But months or years later, what actually happened?
Were the original charges prosecuted? Were they reduced or dismissed? Was there a plea agreement? Was the person convicted? What sentence was imposed? Was it prison or probation? Was the case prosecuted by the State of Iowa or federally? Was it appealed? Are there differences from county to county? Are the same patterns showing up repeatedly?
Right now, answering those questions requires piecing information together from court records, federal records, public-record requests, government sources, investigative databases, news archives, and individual case files.
I want to put those pieces together.
I am an Iowa-based investigative legal analyst and Certified Human Trafficking Investigator. My work involves legal research, public-record investigation, case analysis, evidence organization, and finding connections between information scattered across multiple sources.
I want to use those skills to build something Iowa does not currently have in one place: a structured, evidence-based record showing how trafficking cases are being identified, charged, prosecuted, resolved, and sentenced across the state.
The database will be designed to track information such as charges, amended charges, plea agreements, dismissals, convictions, acquittals, sentencing, prison versus probation, restitution, appeals, applicable laws, counties and jurisdictions, state versus federal prosecution, related cases, and other relevant information supported by the record.
Once enough cases are documented, the data can also begin answering larger questions about charging practices, sentencing trends, geographic patterns, use of Iowa’s trafficking laws, federal involvement, and gaps in the system.
What the $25,000 will fund
Funding will support the real costs of building this project, including court records and PACER, investigative and legal research databases, public-record requests, database development and infrastructure, research and verification time, case coding, data analysis and mapping, and eventual publication of findings.
A significant portion will fund the hundreds of hours of research required to actually follow these cases from the initial charge through their final outcome.
Finding the headline is easy.
Finding out what happened afterward is the work.
Evidence first. Always.
This project is not about proving a theory, creating a list of suspected traffickers, or treating allegations as facts.
It is about following the record wherever it leads.
Victim and survivor privacy will be protected. Allegations will remain allegations unless proven. The presumption of innocence matters. A possible connection will not be presented as evidence of criminal conduct unless the underlying record supports it.
If the evidence supports something, I will document it.
If the evidence contradicts something, I will document that too.
And if the responsible answer is “we don’t know,” I will say that.
A contribution funds the research. It does not purchase a particular conclusion.
