The provision known as Section 622 is buried within the Intelligence Authorization Act for Fiscal Year 2027 (S.4615), a must-pass bill introduced by Sen.  Tom Cotton (R-Ark.). Titled the “United States-Israel Intelligence Sharing Enhancement,” the measure would legally mandate the President, acting through the Director of National Intelligence, to expand and enhance intelligence sharing with Israel across nearly all topics of interest in the Middle East. 

Key features of the proposal include:

• Statutory Mandate: It prohibits the suspension, reduction, or limitation of intelligence sharing except based on a specific, identifiable national security concern determined by the President. 

• Reporting Requirements: Any exception to sharing requires a report to Congress within fifteen days, detailing the reason for the change, the categories of information involved, and an assessment of the impact on regional security. 

• Criticism: Critics, including Human Rights Watch and various policy analysts, argue the section politicizes intelligence, ties the President’s hands, and risks compromising U.S. national security by entangling American intelligence networks with Israel’s, particularly given concerns over Israeli espionage and the potential for sensitive data to be passed to third parties. 

• Status: The bill has bipartisan support and is expected to pass by the end of 2026, which would convert the executive-discretion liaison relationship into a permanent statutory requirement.
