According to a report from Federal News Network, the U.S. Army has implemented a significant change to its voluntary retirement policy, aiming to improve predictability in personnel management and better support soldiers as they transition to civilian life.

Effective immediately, soldiers may now submit voluntary retirement requests between 12 and 24 months before their desired retirement date. This replaces previous timelines and applies across the Regular Army, Army National Guard, and U.S. Army Reserve.

Army officials emphasize that the adjustment will help the service more accurately forecast losses, align personnel movements with Human Resources Command cycles, and provide enhanced transition support.

“This directive modifies the retirement request timeline for Soldiers. The provisions of this directive will enhance the accuracy of forecasting unanticipated losses, synchronize personnel movement cycles… and provide greater support to Soldiers transitioning out of military service,” the Army Directive 2026-08 states.

Soldiers must have at least 18 years of active federal service and be able to meet all obligations by the retirement date. However, those under consideration for new assignments or who have received permanent change-of-station orders are barred from submitting requests, with limited exceptions for those nearing 19 years of service who may request retirement in lieu of a move.

For senior ranks—including lieutenant colonels, colonels, chief warrant officers 4 and 5, and master sergeants through command sergeants major—commanders must provide detailed career assessments, develop utilization plans, and ensure soldiers remain fully mission-capable during the extended window. Approval does not exempt soldiers from duties, deployability, or standards.

The policy, signed by Army Secretary Dan Driscoll, formalizes and makes permanent adjustments previously tested on a pilot basis. It is expected to give the Army greater stability in managing its force while offering soldiers and their families more predictability during one of the most significant career transitions.
