This is a 27 January 2026 published video from Liberal Hivemind which shows ICE footage of how raids in Illinois Cook County during Barack Obama’a time in office triggered no riots or protests. In 2011, the Cook County Board of Commissioners passed Ordinance 11-O-73, known as the Policy for Responding to ICE Detainers, which significantly restricted local cooperation with federal immigration authorities. 

The law was designed to protect the constitutional rights of residents and maintain public trust in local law enforcement. Its key provisions included: 

The Cook County Sheriff must decline ICE “detainer” requests—requests to hold a person beyond their scheduled release date—unless the federal government agrees in writing to reimburse all associated costs. Federal agents are prohibited from using County facilities for investigative interviews or other purposes without a valid criminal warrant. County personnel are barred from spending work time responding to ICE inquiries or sharing information regarding an individual’s incarceration status or release date. 

The ordinance explicitly states there is no legal authority for the federal government to compel the expenditure of County resources for civil immigration enforcement. 

As of October 2025, Cook County Board of Commisoners President Toni Preckwinkle signed Executive Order 2025-1, which further strengthens these protections by banning ICE from using any county-owned property (including parking lots and garages) as staging or debriefing sites for enforcement actions. 

Another state law was put in place on the same yopic. The Illinois TRUST Act (2017) is a state law restricting local law enforcement from cooperating with federal immigration (ICE) agents, prohibiting the detention of individuals solely for immigration status without a judicial warrant. It ensures local police focus on community safety rather than immigration enforcement, often acting in conjunction with the 2021 Way Forward Act.
