In August 2026, federal prosecutors in the Southern District of New York dismantled one of the largest marriage fraud schemes in U.S. history, charging 11 individuals for orchestrating a decade-long international operation. Based out of the New York metropolitan area, the illicit network pocketed tens of millions of dollars by staging more than 1,000 sham marriages to bypass U.S. immigration laws. 

Primarily citizens of the People’s Republic of China looking to fraudulently secure green cards and lawful permanent residency. Foreign nationals paid the facilitators up to $100,000 per fraudulent union. U.S. citizens were recruited to act as fake spouses and paid up to $30,000 for their compliance. While centered in New York City (specifically Brooklyn, Queens, Staten Island, and parts of Westchester County), the network arranged fake marriages across states like Florida, Georgia, Connecticut, and Massachusetts, and internationally in Vanuatu. 

According to the indictment unsealed in White Plains federal court, the network operated like a structured commercial business to project a veneer of legitimacy. The ring arranged fully staged weddings complete with officiants, professional photographers, fake attendees, and venues.  Couples frequently held receptions at local restaurants where they changed into traditional Chinese wedding attire solely to generate fake photographic proof for immigration interviews. The pairings often utilized an unusual agreement explicitly stating the husband and wife would live completely separate lives and have no actual association. The enterprise relied on a web of corrupt assistants, insurance providers, tax preparers, and legal resources to supply falsified immigration filings and medical attestations. Once the clients finalized their green cards, the facilitators arranged for their divorces. 

The multi-agency investigation—spearheaded by Homeland Security Investigations (HSI) and U.S. Citizenship and Immigration Services (USCIS)—concluded with the arrest of 10 defendants on August 12, 2026, following prior ring-leader arrests earlier in the year. The defendants face conspiracy to commit marriage fraud and related federal counts, carrying a maximum penalty of up to 10 years in federal prison if convicted.
