When criminals are in power and control all government institutions and the electoral process, what counts is not the votes of the people, but who counts the votes and how they are counted.
It is naive to think that in this situation through the electoral process it is possible to remove the criminals from power. Giving a warning “don’t cheat, we know who you are” is like saying to an assailant “don’t assault me, I know who you are”. In fact, warning the criminals may even be an incentive for them to work even harder doing everything possible not to get removed from power.
