No Vote for SAVE AMERICA, But Thune’s Senate Rushes Through a Toothless “Iran War Powers” Act to Hamstring Trump

President Trump lashed out after the US Senate passed a War Powers measure aimed at limiting his ability to resume military action against Iran.

Trump said Iran was “on the ropes” and accused the Senate of sending the wrong message to Tehran at a critical moment.

He also singled out the four Republican senators who joined Democrats in backing the measure, saying they made his job harder.

Trump vowed he would still “get it done, one way or the other.”

CNN: The Senate adopted a resolution on Tuesday directing the president to remove military forces from the conflict with Iran, a significant rebuke to Donald Trump and a strong message that the war lacks support in Congress.

Democrats have repeatedly forced votes to limit Trump’s war powers in both the House and the Senate – a campaign that has gradually picked up more GOP support in recent weeks, drawing the president’s ire. GOP Sens. Rand Paul, Susan Collins, Lisa Murkowski and Bill Cassidy joined Democrats in voting for the resolution, while Democratic Sen. John Fetterman voted against it. The final tally was 50-48. The measure passed the House earlier this month. But because it is what’s known as a concurrent resolution, it does not require the president’s signature and, by definition, does not carry the force of law. A House Democratic aide who has been involved in the effort to pass the war powers resolution told CNN earlier this month, however, that they believe the measure would be binding and it would be a legal matter to work out. As a practical matter, it’s not clear that this will limit the president’s options; he officially declared the end of hostilities months ago. Any resumption would start a new clock, at least according to the president’s lawyers.

CBS News: In a 50 to 48 vote, four Republicans — Sens. Susan Collins of Maine, Bill Cassidy of Louisiana, Lisa Murkowski of Alaska and Rand Paul of Kentucky — joined the bulk of Senate Democrats in support of the measure. One Democrat, Sen. John Fetterman of Pennsylvania, opposed. Two Republicans — Mitch McConnell and Dave McCormick — did not vote.

The resolution directs the president to “remove United States Armed Forces from hostilities against the Islamic Republic of Iran,” unless Congress declares war or authorizes the use of military force. The measure is a concurrent resolution, meaning it doesn’t require the president’s signature. The War Powers Resolution of 1973 says that the president must withdraw forces from hostilities “if the Congress so directs by concurrent resolution.”

But Tuesday’s resolution will likely be largely symbolic, since the administration argues that U.S. forces are not currently engaged in hostilities with Iran. Some administration officials have also said they consider the War Powers Resolution itself to be unconstitutional.

In a Truth Social post Tuesday night, Mr. Trump blasted the passage, calling it “poorly timed and meaningless.”

“Four Republican Losers voted with the Dumocrats, and Iran asked my people, ‘what does that all mean?’” Mr. Trump wrote. “These Senators have just made my job more difficult, but I will get it done, one way or the other, because I always get it done.”

Rep. Gregory Meeks of New York, the top Democrat on the House Foreign Affairs Committee who introduced the measure, said he plans to “explore all legal avenues to ensure the Executive complies with the will of Congress.”
