Critics argue that proposed tax increases and housing policies under Mayor Zohran Mamdani are making ownership functionally impossible for the middle class. Concerns focus on potential property tax hikes and appointments opposed to private property, leading to claims of a middle-class exodus.
Mayor Zohran Mamdani and Governor Kathy Hochul have proposed New York State’s first pied-à-terre tax, an annual surcharge on NYC residential properties valued above $5 million that are not primary residences. Targeting out-of-city owners, it aims to raise $500 million annually for city services.
The tax specifically targets single-family to three-family homes, condominiums, and co-ops valued at over $5 million. It also includes homes owned by individuals living outside NYC (or NY State) and luxury units not used as a primary home. Second homes that are rented out full-time will likely be excluded. It is a yearly surcharge in addition to existing property taxes, expected to use a sliding scale based on property value.
This measure has been discussed for over a decade, but this marks the first time it has been officially announced for enactment by a Mayor and Governor. The proposal targets “ultrawealthy” owners using NYC real estate as luxury storage. Estimates suggest it could affect roughly 13,000 properties. Real estate groups have expressed concern this added tax could affect the luxury market and cause high-net-worth individuals to leave.
