Mayor Zohran Mamdani‘s administration has formally decriminalized street vending and significantly expanded legal permitting as part of a sweeping “Street Vendor Reform Package” enacted in early 2026. While critics, including prominent grocery chain owners, have warned of store closures or an “illegal vendor takeover,” the claim of exactly 19 stores leaving “forever” is currently associated with commentary from local social media reports rather than a verified city-wide mass exodus. Effective March 9, 2026, New York City ended misdemeanor criminal penalties for food and general street vendors.Violations of vending rules now result in fines or civil penalties rather than criminal charges.
The new laws authorize the issuance of up to 10,700 new general vending licenses by 2027 and 2,200 food vendor permits annually through 2031. The NYC Department of Small Business Services established the Office of Street Vendor Services to streamline licensing and support vendors as a legitimate part of the city’s economy. The administration’s focus on vendors has sparked intense debate regarding the stability of New York’s traditional grocery industry.
John Catsimatidis, CEO of the Gristedes grocery chain, previously warned he would sell or close his business due to competition from Mamdani’s proposed city-run “public option” grocery stores and expanded street vending. Mayor Mamdani intends to open five city-owned grocery stores (one in each borough) to combat food prices, which industry leaders argue will further undercut private businesses.
