On May 7, 2026, the NYC Rent Guidelines Board (RGB)—the independent body that legally sets rent adjustment limits—voted on a preliminary proposal. They approved a target range of 0 to 2 percent for one-year leases and 0 to 4 percent for two-year leases. Because the lower end of that range is 0 percent, a rent freeze is legally on the table for this year’s lease renewals. However, the final vote will not occur until June 25, 2026. Furthermore, any decision made only affects leases for the upcoming year; it is NOT a ‘forever’ freeze.
Groups like the New York Apartment Association argue that landlords are facing massive cost increases from inflation, skyrocketing property taxes, and soaring insurance premiums. Critics argue that if revenues are completely capped while maintenance costs rise, property owners will simply stop renovating or repairing older units. This can lead to building degradation or landlords leaving distressed apartments permanently vacant (‘warehousing’ them), effectively removing them from the available housing market. Mayor Mamdani and tenant advocacy groups argue that a freeze is an emergency moral necessity. They point out that over half of New York tenants are “rent-burdened”, median market-rate rents have ballooned past $3,600, and working-class families face displacement without immediate price relief.
Ultimately, this is a standard, albeit highly intensified, political battle over rent stabilization guidelines. Rent freezes are not unprecedented in New York; former Mayor Bill de Blasio enacted them three separate times during his administration.
