More recently, the Disruptions on the Horizons: 2024 report, suggests that downward social mobility might become the norm in the future. The scenario below paints a picture of Canada in 2040 in which most Canadians find themselves stuck in the socioeconomic conditions of their birth and many face the very real possibility of downward social mobility.
Canadians…it’s hopeless.
It feels like Canada has slipped into a darkness we barely have words for. When the Prime Minister’s own department releases a document like this, not to warn us, not to rally us, but almost as if they’re recording the collapse in advance, you get the sense that the people running this country already know the damage is deeper than anyone has admitted publicly.
The report doesn’t read like a projection. It reads like a eulogy.
It describes a Canada where ordinary people can no longer afford to live, not comfortably, not modestly, not even barely.
A Canada where rent devours everything, where grocery bills break families, where people live under a pressure so constant and crushing that mental-health systems simply crack under the weight.
By 2040, the document says upward mobility, the beating heart of Canada’s identity, is “almost unheard of.”
Think about that.

and the divide between owners and renters mutates into something volatile and combustible,
a social fracture that defines daily life.
Post-secondary education stops being a way out and becomes something bleak and distorted: a last-ditch attempt to cling to relevance in a shrinking, shrinking upper tier.
It’s a portrait of a country hollowing out from the inside.
The report itself says Canadians may lose faith in the very idea of Canada. That people, especially the young, may simply walk away. Leave. Abandon the place they grew up in because they no longer recognize it as a land of possibility. And when they go, the rest of the system strains and breaks under the weight of an aging population that cannot be supported.
And then there’s the line that shakes you to your core: the government’s own projection that food becomes so expensive that Canadians, Canadians, may turn to hunting, fishing, and foraging on public land to survive.
Imagine that. The fifth-richest landmass on earth, reduced to subsistence.
This is not satire. This is not fiction.
This is a government forecasting what’s coming, like someone quietly preparing a nation for impact.
The worst part is the sense of being trapped. The sense that decisions made in closed rooms, financial structures, long-term commitments, economic frameworks, have already set the future in motion.
And even if voters choose a new direction, those obligations don’t vanish. They linger. They bind. They hold the country in place like iron shackles.
That’s the dread settling over Canadians now: the realization that the damage wasn’t just political, it was structural. Locked in. Cemented beneath layers of agreements and frameworks that outlast governments.
People look around and see a country slipping away faster than they can understand, faster than they can respond, and they feel powerless to stop it.
They feel abandoned by the people who were supposed to protect them.
They feel like the ground beneath their feet is giving way, inch by inch, while the people at the top speak in platitudes and pretend nothing is wrong.
