For years, we were told data centers simply stored digital clutter: family photographs, old emails, business records, and maybe your grandson’s video-game saves. Some of that is true. But twenty years ago, much of the same material sat in an ordinary metal building behind a chain-link fence.
Nobody called it a “citadel,” and nobody guarded it like Fort Knox.
Something has changed. And before one of these walled compounds lands in every county in America, folks ought to understand what changed, who benefits, and who may be left paying the water and electric bills.
Yesterday’s Data Warehouse Is Becoming Tomorrow’s Arsenal

At the simplest level, a data center is a building packed with servers, cooling systems, cables, backup generators, and heavy electrical equipment. The machines hum day and night, swallowing information and spitting out calculations. That basic picture is nothing new.
What is new is the scale—and the job these machines are being asked to do.
Back in 2002, the federal government proposed a program called Total Information Awareness. The idea was to pull together enormous amounts of financial, communications, travel, and other personal data so computers could search for signs of terrorism. Public outrage helped kill the program’s original form, but the hunger to collect and sort more information never disappeared.
Like bindweed under a garden row, it kept sending up fresh shoots.
In those days, one major obstacle was simple: the government could gather mountains of data, but human analysts could never sift through all of it fast enough. Artificial intelligence changes that equation. AI is built to find patterns in haystacks too large for any person to search.
That is why today’s AI boom is about far more than chatbots writing school essays or software making funny pictures. The same underlying tools can identify people, scan satellite images, predict behavior, find targets, guide weapons, and turn billions of scattered digital crumbs into a detailed portrait of somebody’s life.
Nations now see advanced AI the way earlier generations saw radar, rocketry, and atomic research: a strategic advantage too powerful to surrender. Once a race like that begins, caution gets shoved toward the back of the wagon.
The Net Around Ordinary Americans Keeps Tightening
Meanwhile, more of everyday life is being gathered into machines. A smartphone can record location, movement, purchases, searches, and contacts. Automatic license-plate readers can follow a vehicle across towns and counties. Modern cars may transmit driving and diagnostic data back to manufacturers, while federal rules are pushing automakers toward new impaired-driving detection technology.
Now add digital identification systems, cashless payment networks, facial recognition, and AI powerful enough to connect those separate records. Each tool may arrive with a reassuring explanation. Stacked together, however, they can build a gate that opens—or closes—without the person on the wrong side ever touching the latch.
Then look again at those walls.
The company behind the Core facility in Las Vegas has marketed its buildings as “AI factories,” giving them names such as the Keep, the Pyramid, and the Citadel. Those names reveal the direction of travel. These are no longer merely warehouses for cat photographs and tax returns. They are industrial plants where powerful computing systems are trained, fed, and put to work.
And now some of the largest are moving onto American military bases.
Uncle Sam Opens the Base Gates
President Trump signed an executive order directing the Department of Defense to make suitable military land available for large-scale AI infrastructure. By July 2026, he was openly defending the rush, saying of data-center construction, “You can’t fight it,” even as public resistance was growing over higher power bills, heavy water use, noise, pollution, and the small number of permanent jobs many projects create.
Then, in March, the Army selected the Carlyle Group and CyrusOne to develop commercial-scale facilities at Fort Bliss, Texas, and Dugway Proving Ground, Utah. These are hyperscale data centers—vast campuses built to handle extraordinary computing loads. Each project has been described as roughly a two-billion-dollar undertaking.
The numbers are difficult to picture until you put them beside a real town. According to El Paso Matters, the Fort Bliss project could eventually demand electricity and water on the scale of the entire city of El Paso. That is not another machine shed at the edge of town. It is the appetite of a city being lowered onto one piece of federal ground.
At the same time, the Pentagon has asked Congress for nearly $30 billion for AI and high-performance computing in fiscal 2027. Much of that push is meant to place faster, increasingly autonomous software closer to military planning and battlefield decisions.
An “Arsenal of Democracy”—Built With Private Money
Army leaders describe the effort in patriotic language. Assistant Secretary Marc Andersen compared the moment to Franklin Roosevelt’s call to build the “arsenal of democracy,” arguing that the modern battlefield begins long before the first shot—in mines, power plants, laboratories, factories, data centers, and supply networks.
There is truth in that. A country that cannot produce its own energy, chips, weapons, food, or communications equipment is a country leaning on a rotten fence post. But patriotism should never become a tarp thrown over questions about private profit, public risk, or the machinery being built behind locked gates.
Consider Elon Musk’s xAI. Reporting has linked the company’s Grok tools to military targeting support during a recent operation, while the Pentagon has awarded xAI a contract worth as much as $200 million. That does not make every data center sinister. It does show that the line between commercial AI and the machinery of war is already thin… and getting thinner.
The Old Sacrifice-Zone Trick Gets a Digital Makeover
Here is the part that ought to make anybody near a fence line sit up straight. Military installations have a long record of contamination, and legal disputes over federal immunity and cleanup responsibility have often made justice slow and difficult. A Stanford Law School review of military-base contamination describes communities dealing with polluted water, toxic chemicals, jet fuel, solvents, and heavy metals long after the original damage was done.
Camp Lejeune is the name most Americans know, but it is hardly the only scar on the map. Once the plume reaches a family’s well, a government promise does not make the water clean again.
That history explains why critics use the phrase “sacrifice zone.” It describes a place where the needs of industry or national security are treated as more important than the health and property of the people who already live there. Moving data centers onto federal land may also make it easier to push projects past the environmental scrutiny and local resistance now confronting private developments.
Take Dugway Proving Ground, where the Army has conducted chemical and biological defense testing for decades. CyrusOne, backed by KKR and BlackRock, is set to build on remote land described in Army documents as former grazing ground. The military has identified thousands of acres at Dugway and additional parcels on numerous installations for possible data-center development.
Some sites sit far from town. Others do not. Planning documents have placed potential parcels at installations such as Fort Hood and Fort Bragg close enough to homes and businesses that ordinary families could feel the noise, traffic, transmission construction, generator exhaust, or strain on local resources.
Congress Hears the Alarm—and Mostly Hits Snooze
Naturally, the plan has stirred a fight in Washington. Representative Rashida Tlaib offered an amendment that would have blocked AI data centers on federal land. Republican appropriators rejected it, and she moved the proposal into a standalone bill.
Other lawmakers tried narrower guardrails. Representative John Garamendi sought a Pentagon study of water use, noise, and security risks before leases were signed. That effort also failed. Representative Cory Mills did win support for language aimed at keeping Chinese-made components out of military-base data centers.
Even so, appropriators acknowledged that these projects can place heavy pressure on energy and water supplies and that communities have resisted them. A detailed account of the congressional fight over the Pentagon’s data-center plans shows how little agreement exists about the safeguards that should come before the bulldozers.
Water, Power, and a Stack of Promises
Now we come to the part every homesteader understands in his bones. You cannot pump water that is not in the ground, and you cannot pull electricity through a wire that is already carrying all it can hold.
The government’s own procurement material rates water risk around El Paso as extremely high, yet Fort Bliss is one of the flagship sites. Officials say the developer will have to reach net-zero water use and produce independent power instead of leaning on the local grid. Army leaders have even discussed a new well that could support the city’s desalination system.
Those are welcome promises. But a promise on paper is not the same thing as cool water rising in the casing on an August afternoon.
The honest questions are plain: Where will the power come from? How much water will be consumed during ordinary operations and emergencies? What happens during drought? Who pays for new transmission lines, roads, substations, and backup capacity? And if the calculations are wrong, who gets priority… the walled AI campus or the families who were there first?
A homesteader would never sink a well without studying the aquifer or plant an orchard without testing the ground. Government and industry should be held to at least that same level of common sense.
Closer to Your Back Forty Than You Think
This story may begin in the Nevada desert, on a Texas base, or across the empty miles of Utah, but it will not stay there. Data centers seek cheap land, tax breaks, available water, dependable electricity, and communities with less political muscle than a major city. That often points them straight toward rural America.
The pattern is becoming hard to miss. First comes the announcement, wrapped in phrases such as innovation, national security, investment, and jobs. Then come the substations, transmission lines, water negotiations, diesel generators, security fences, and tax concessions. By the time local families learn the full appetite of the project, much of the deal may already be nailed down.
That does not mean every server building is a spy fortress, or that every military computing project is a plot against the public. It means concentrated power—electrical, political, financial, and informational—deserves concentrated scrutiny.
Keep Your Eyes Open and Your Roots Deep
The answer is not panic. It’s attention. It’s vigilance.
Watch county agendas. Read utility filings. Ask who owns the land, who receives the tax break, where the water will come from, and who must curtail power when the grid is strained. Demand written answers before the concrete is poured, not soothing assurances after the walls are up.
Meanwhile, keep building the kind of practical independence homesteaders have always understood: stored water, backup power, paper copies of important records, local relationships, a productive garden, a full pantry, useful skills, and the habit of thinking for yourself.
A fortress may hold more computing power than a whole city. But it still cannot grow a tomato, mend a gate, fill a dry well, or replace neighbors who know one another well enough to stand together.
That is the strength worth guarding.
