Claiming to be asking for information, the individual insulted and threatened the officers before brandishing several knives. According to Le Figaro‘s information, the attacker reportedly said “Allahu Akhbar” several times.

What were the attacker’s motivations? The question occupies the investigators the day after the knife attack that occurred in Toulouse. The incident occurred on Monday around 13:30 when an individual accosted three city police officers on patrol on Rue Austerlitz in the center of the Pink City, a few steps away from the heavily-frequented President Thomas Wilson Square. The patrol lowered the window of their vehicle before the man began insulting the officers, threatening them, then brandishing a knife, several sources close to the case report to Le Figaro. According to them, the individual reportedly said several times, “Allahu Akhbar“. On social media, the mayor of Toulouse, Jean-Luc Moudenc, the perpetrator also made “remarks of a terrorist nature”, information confirmed by the Toulouse Public Prosecutor’s Office, which told Le Figaro that the “subject made remarks making reference to a terrorist ideology.” 

The scene, filmed by residents and widely spread on social media, is chilling. We observe the officers-exited from their vehicle- attempting to control a man who seems completely out of control. In a construction area, where congestion does not allow an arrest under optimum conditions, the police succeed in disarming the individual before he could brandish a second knife, then a third.

During the long minutes, the officers made use of tear gas to neutralize the man, refraining from drawing the service weapons due to the large density of passersby around them, explained a source close to the case. On another video that Le Figaro has been able to view, we finally see the individual on the ground, his hands behind his back, a knife lying nearby. He had been able to wound two of the officers with the knife.

Transferred to psychiatric hospital

Placed immediately into custody, the individual, “apparently a foreigner and still unidentified”, according to the prosecutor’s office, was reportedly transferred overnight to the psychiatric ward of Purpan Hospital, according to several corroborating sources. A decision of the prosecutor’s office, which informs us that “his condition was judged incompatible with continued custody for reasons covered under medical privacy,” it stated. At the time of the incident, the man was “slightly intoxicated”, the prosecutor’s office indicated, adding that toxicological tests are under way. “Inquiries at the international level” have been launched to establish his identity. 

As for the two officers injured, they were reportedly taken to Rangueil Hospital. One of them required several stitches on the neck. The individual had, according to our information, “aimed for the carotid artery without success”. The female police officer reportedly received three blows from the knife that were stopped by her protective vest, but reportedly was injured in both arms, also requiring stitches. 

Aside from the physical toll, the question of the perpetrator’s motives is now occupying the investigators. The repeated cries and the remarks of a “terrorist” nature made at the time of the incident could lead to the National Anti-Terrorist Prosecutor’s Office (PNAT) taking over the case. “It is necessary to verify the remarks made by the assailant prior to considering a transfer (of the case) to PNAT,” stated the Toulouse Prosecutor’s Office. When contacted, the PNAT indicated it was “monitoring” the case but not taking it over at this stage. According to our information, this hypothesis is not likely.
